You may have seen or want to look at the following simple java animation control 'AniS' http://www.ssec.wisc.edu/visit/AniS/. Don't know how easy/hard this is to work with, but it may be another possible option for animations using a Java applet instead of a full blown flash install.

http://www.nws.noaa.gov/wwa_loop24.html

<applet codebase="/wwa_map/class" code="AniS.class" width=515 height=540 alt="You must enable Java in your browser to view the Watch/Warning Map loop">
<param name="controls" value="startstop, looprock, step, speed, toggle, zoom">
<param name="rate" value="50">

<param name="pause_percent" value="800">
<param name="file_of_filenames" value="/wwa_map/list24.txt">
<br><br><br><br><span class="red"><b>Java must be enabled for Watch/Warning loops to display.
<br><br>In Netscape:<br>Select: Edit -> Preferences -> Advanced<br>Check "Enable Java" and "Enable Javascript"
<br><br>In Internet Explorer<br>Select: Tools -> Internet Options -> Security tab<br>Select the Internet zone and set the Security level for the zone to "Medium"
<br><br><br>You may need to restart your browser after making these changes.</b></span>
</applet>

Well I downloaded the zip file from http://www.ssec.wisc.edu/visit/AniS/ which includes the java class code and the examples with documentation. The documentation is very good and it should be very easy to get started using this animation applet.

The documentation is available at http://www.carocoops.org/resources/anis/anist1.html
