perl processServiceCDMOCSV.pl creates the necessary csv files which are picked up by the Seacoos data scout.  

trident calls get_outside.sh which calls mk_netcdf_latest.pl which uses the xml files in seacoos_xml to parse the produced csv files and produce the netcdf files.

Note the role of the xml file settings(file_row_start), time_filter_1.pl on nautilus and files to process using array list.

File timestamps, etc validated using ncBrowse.

Allows us to produce a netCDF for scout aggregation without getting into xenia database description and production of netCDF.
